Resource Allocation and Cost Recovery Philosophy, Model and Policy

January - October 2013

The Oakland County Parks and Recreation Commission (OCPRC) is working on an exciting strategic planning project to create a Resource Allocation and Cost Recovery Philosophy, Model and Policy, as well as a Service Assessment for each service we provide.

OCPRC has engaged the services of GreenPlay, a national parks and recreation management consulting firm, to assist in developing the Resource Allocation and Cost Recovery Philosophy, Model and Policy.  This process is based on the county’s values for parks and recreation services, the vision for the future, and OCPRC’s mission.

The model, based on The Pyramid Methodology, will assist OCPRC as we plan for our sustainable future; it will serve as a critical component in the development of future OCPRC facilities, programs and services, as well as the management of current facilities, programs and services.  The model is intended to assist OCPRC in developing a fiscally responsible process so we can proactively plan for the future.  In order to develop a subsidy and cost recovery philosophy for facilities, programs and services offered by OCPRC, we’re asking for help from our customers, partners and residents.

As a component of the planning process, we’ll be conducting a series of public workshops.  At each workshop, GreenPlay will make a short presentation explaining the Pyramid Methodology and ask for participation in small group discussions to identify where programs and other inter-related core services fit within the pyramid.  With the input from these workshops, a Consensus Pyramid will be created and recommendations provided to OCPRC to create our cost recovery philosophy and policy.

We greatly appreciate your time and commitment to Oakland County Parks.  We’ll be raffling off a Family Fun Passbook (full of great coupons for camping, golf, waterparks and more) at each workshop, just in time for spring!
